The people behind the record.
Two principals, a strategic advisor and a project team, one standard: every number defensible, every claim tested, every project managed as if the record will be read aloud before a board.

Shereaf Youssef
Vanguard Resolve LLC is a New Jersey-based consultancy in CPM scheduling, forensic delay and claims analysis, risk management, cost estimating and construction management for public infrastructure programs.
I am President & CEO, with 35+ years of claims, forensic schedule and program controls experience at WSP, Louis Berger, HNTB, URS and AECOM on NJ TRANSIT, Amtrak, MTA/NYCT and Port Authority programs. I currently lead claims and forensic risk on the $452M George Washington Bridge Suspender Rope Replacement program, serve as a subject matter expert to the U.S. DOE Loan Programs Office, and am an NJDOT Dispute Resolution Board approved SME candidate. I hold a B.S. in Civil Engineering from Alexandria University.
We help you finish the project on time and within budget.
“Public money belongs on public projects, not in padded claims. Vanguard Resolve will go back through the record, claim by claim, and test every one against the schedule, the contract and the law. We stand with public agencies against exaggerated and false construction claims, and we will help them crack down on waste and fraud.”

Hany Salib
As Senior Vice President, Hany brings certified construction management and project management discipline to every Vanguard Resolve engagement. He holds the Certified Construction Manager credential and the Project Management Professional (PMP) certification, and he works the owner's side of the table: scope, quality, cost, schedule and the record that proves each one.
His focus is the field-to-office chain that decides whether a project finishes on time and within budget: construction management, project management and construction inspection.
“Projects are rarely lost in one dramatic moment. They are lost in the quiet gaps: the change nobody recorded, the schedule update nobody challenged, the daily report that said less than it should have. I stand on the owner’s side of those gaps. We inspect what is built, document what is real, and manage the work so the number you were promised is the number you pay. Public owners do not get a second chance with public money, so we build every project as if the record will be read aloud before the board.”

Mourad Armanious
Mourad is a Sr. Project Manager with 30+ years of engineering and project management experience on rail, transit and public infrastructure programs. He is dual-certified as a Certified Construction Manager (CCM) and Project Management Professional (PMP).
His career runs from a senior technical role in a transit agency's capital program division to resident engineering, electrical systems and project management for public owners including NJ TRANSIT, MTA New York City Transit, the Port Authority of New York and New Jersey, the NYC Department of Environmental Protection, NYSDOT and the NYC School Construction Authority.
He chairs progress meetings, processes submittals, RFIs and change orders, builds and reviews CPM schedules and rebaselines, and supports construction claims, disputes and arbitration. He holds a Master of Electrical Engineering from the New Jersey Institute of Technology and a bachelor's degree in electrical engineering from Cairo University.
“A project is managed in the field before it is managed in the office. I have chaired the progress meeting, chased the submittal, argued the RFI and stood in the room when the change order arrived, so I know what a clean record costs and what a weak one costs more. My job is to keep the owner’s scope, schedule and budget in front of everyone, every week, in writing. When the work is documented as it happens, claims have little room to grow and finish dates stay honest.”

Selim Andrawis, P.E.
Selim is a licensed Professional Engineer in the State of New York with 45+ years in heavy civil, bridge, structural and utility infrastructure. He served 16 years at the New York City Department of Environmental Protection, finishing as Chief Engineer of the Water & Sewer Permitting Division, where he supervised five borough record offices and resolved utility conflicts among city agencies and private utilities.
His field background includes structural steel QA/QC, welding and bolting inspection, shop drawing review and large-diameter utility installation, including trenchless crossings beneath active rail. He advises Vanguard Resolve on constructability, structural quality and multi-agency coordination. He holds a B.Sc. and a Diploma of Higher Studies in Civil Engineering from Alexandria University.
“Most expensive problems on a public project were visible on paper months before anyone dug a trench or erected a beam. After a career spent reviewing drawings, inspecting steel and untangling utilities that belonged to six different owners, I advise Vanguard Resolve to find the conflict early, put it in writing and settle it before it becomes a delay. Good engineering judgment, applied before mobilization, is the cheapest insurance a public owner can buy.”
